Add platform blocks as a MTR rail/track model, allowing smoother curved/sloped platform to be created.
This release brings flipped rail model which addresses some of the edge cases of platform block shifting incorrectly.
It has been updated to the MTR 4 format, as such it is not compatible with MTR 3.
