This modpack does have a Fabric version, but mainly is supported for Forge and NeoForge since there are not many modpacks that have them.

Why isn't this available for older versions?
Because older versions barely have any optimization mods available, I'm not making a modpack with 3 mods which anybody can do.

Well, you will need it for almost every modpack here, might as well install it. You do not need a Minecraft account for downloading modpacks with the app, you can use the downloaded modpack anywhere.
