Added wind turbine, generates forge energy based on the dynamic wind speed, high elevation generates more and more consistently.
Wind is now faster and more constant at higher elevations compared to areas around it
Fixed blocks breaking speed, harvestability, breaking particles
Fix snow/sand not building up during storms
Aesthetic_Only_Mode tested and used more, puts weather mod in a mode where you only get wind and particles, great for more peacefull servers, forces on overcast mode so it reacts to
vanilla rain instead of overriding it
Winter_Wonderland setting allows for snowstorms everywhere
Added config for each weather2 sound source, leaves blowing in wind sound now default off until I refine it further
