Add new gamerules to bypass Master Ball and Shiny restrictions, with their default values set to true.

Fixed the issue where failing to catch a Cobblemon in battle would prevent returning to the battle menu from free camera mode.

Fixed the incorrect dependency relationship for the NeoForge version. Fixed the issue caused by uninitialized projects when building the file.
