Randomized Default Fireworks

• Add config
• Fix bug with flight duration being unset

• Make Fireworks w/ a flight duration NBT still count as "default fireworks" that need to be randomized

  • Firework explosions are randomized on default fireworks, including when fired with Dispensers
  • If the player is in flight with an elytra, no randomized explosion will occur for default fireworks
