Improvements to hotbar scoping:

There are now three modes
-
HARD: Always treats the hotbar separately -
SOFT: Treats the hotbar as part of the inventory in most cases, but not if the whole inventory is moved. -
NONE: The hotbar is always treated as part of the inventory. -
The previous setting hotbar-scope has been changed a lot and reset to the new default of
SOFT.
