- fixed summoning requests sometimes causing packet errors. which is the same thing that happened to using an enchanted hat and i already fixed that but now i did it again

- turns out neo server config isn't very cooperative these days. moved back to common
- fixed big hat worn trying to parent itself to a model that doesn't exist
- switched to using entity tag instead of an empty interface to determine if an entity is hattable
- took off the summoning table's training weights and give it full power to summon any entity, not just living
- fixed packet exploding if you try to hat a mob with a fancy hat
- fixed shadowy hats disappearing in survival and duplicating in creative when hatting/unhatting critters

- added a summoning lock to the table's inventory (there's a portal there, you can't touch that stuff!)
- gave the table a lil more juice to summon across dimensions
- carved some extra magic into the table to show you what's wrong with your candles (works best w/ a true name inserted)
- told foxes about summoning (if they see a primed summoning table and they've got fire in their mouth, they might give it a try!)
- random tiny qualitystuffs (the textures still crave attention)
- fixed client not knowing how to properly interact with summoning table inventory
