- Fixed receiver transmitters sometimes not powering right after getting paired even if transmitter is powered

- Added 5 second (100 server ticks) cooldown for re-pairing transmitters
This is the third update after the emergency update period of Modfest. 2 more updates can be made (but hopefully there is no need to do so) for Modfest.
