Paper currency - Banknote

[+] new option added taxother (if note creator and redeemer is same then no tax, if both are different then tax goes to server)
[+] tax is stored
[+] placeholder to show taxes(%papercurrency_totaltax% and %papercurrency_totaltaxxp%)
[+] new discord server is created for faster support
[=] nickname change gives error is fixed

add this option in config like this
