• Implemented missing command for removing regions
• Add temporary hint explaining not working local region flags and region hierarchy
• Add config option to set default de/activate state for dimensional regions upon creation

• Fix dimensional flags not loading correctly causing them to not work in 1.18 and 1.19.
• Fix new dimensional region created by argument not containing default flags from config.
• Fix dimensional region info not showing local region info properly
