Added Blackstone Waystone, End Stone Waystone and Deepslate Waystone from 1.21+

Backported has_structure/*_waystone tags from 1.21+ (older is_desert etc. tags are still supported)

Fixed bottom half of waystone not getting correct origin blockstate set
