Actually Unbreaking

new features

• you can now specify which level of unbreaking the tool can be unbreakable from. (overrides the max level only option)
• there is an option to use the unbreakable tag if the tool has unbreaking instead.

changed features

• config system has changed so cloth config is only required if you want to use the config gui.
• config file is now called actuallyunbreaking.toml
