Bedrock Impaling

Fixed:

• Impaling now deals damage, when victim is exposed to raining/thundering;

// Small Comment: I think this bug can occure on versions before 24w33a, so to be safe i will call this a hotfix. If nothing changes until release candidates - this will be a new version of this datapack.
